IBGE Reformulation Project of Agricultural Surveys

The world financial crisis that erupted in 2008 affected developing economies more severely. The important economic role played by agricultural activities in these economies stressed the need for quality agricultural statistics aimed at the design of public policies to face the crisis. It became clear that, besides quality, these statistics were not presented in the desired quantity and availability. For this reason, the United Nations Statistical Commission (UNSC) created a work group, coordinated by Brazil - represented by IBGE president, to discuss and develop a draft document produced by the World Bank and the Food and Agriculture Organization of the United Nations (FAO). After discussions during meetings and seminars with specialists in agricultural statistics of several countries, in 2008 and 2009, the document revised by the group became the "Strategic Plan for the Improvement of Rural and Agricultural Statistics", approved by UNSC in 2010.

Under these guidelines and to meet national demands presented in several opportunities, IBGE, manager of the national statistics system, undertakes initiatives to improve Brazilian agriculture statistics and to the reformulate its agricultural surveys.

Reformulation includes the review of current continuous surveys, under the responsibility of the Department of Agriculture, as well as the introduction of new surveys that portray and monitor Brazilian agriculture adequately. Along with it a new system of agricultural statistics will be adopted.

Besides superior quality in the production of statistics, including acuity, opportune availability and transparency, enlargement of the supplied information is also required, in order to address new themes and part of those themes investigated just during Censuses of Agriculture.

In an effort to establish a National System of Sample Surveys for Agricultural Establishments (SNPA), IBGE has been working on the construction of a basic infrastructure, especially in the creation of reference registers and processes to maintain them. Namely, these registers are: Register of Agricultural Establishments and Producers and Register of Sectors with Information on Agriculture, both created based on information gathered by the 2006 Census of Agriculture.

The reformulation process will enrich the participation of users and producers of statistics information and, thus, seminars will be hold to discuss and evaluate the new project, in a space called "SNPA Forum".
