Fixed Telephone

The price change of “fixed telephones"in the National System of Consumer Price Indices is obtained by the comparison of the values of a “standard” bill in the reference and base months. This value was estimated, up to 2001, considering taxes, subscription value and average consumption in exceeding pulses (a measurement unit for the call), by income group, for each surveyed area.

With the accelerated changes in the telephony services, IBGE is concerned in obtaining the necessary information to review and update the base of calculus for this subitem. That information was received this year from the National Agency of Telecommunication – Anatel – which was responsible for the data collection from the suppliers.

Based on the received information, the composition of the standard bill starts to include, from the indices of June of this year, a wider set of charging components:

  • Subscription
  • Exceeding pulses
  • Local calls from fixed to mobile phones
  • National long-distance calls from fixed to fixed phones
  • International long-distance calls from fixed to fixed phones
  • Taxes

Except for the subscription and taxes, the other components are weighted considering the used monthly average quantity (by pulse) or the monthly average time of the calls.

Conversely, the collection continues to be implemented in the most representative suppliers, of which services are monthly surveyed.

There is no difference, from now on, by income group both for the calculus of the National Consumer Price Index (INPC) and for the Extended Consumer Price Index (IPCA), the weighting factors are the same.

In order to preserve a more precise accumulated index in the year, the adjustment occurred in February in the fixed-to-mobile services and not captured in the indices will be incorporated together with the annual adjustment of the other services.

The following table presents the percentage contribution of each component of the bill, except for taxes, considering the total value of the standard bill relative to December of 2001 as the base. The other table shows the contribution, in minutes, of each weighting factor of the bill.
